Did the Conservatives offer up an alternative Budget?

I mean, I know they keep going on and on and on about reducing the debt and talking about the past - and perhaps rightly so, but what *exactly* would the Tories have done differently.

...and I also recognise that the burden of proof is not on them, but it's worth knowing.

Anton - if the Tories offer up an alternative budget they will
1.) Have the best bits stolen by Labour and claimed as their own.
2.) Have staked out a position maybe a year ahead of an election and so be open to political attacks by Labour if any elements need to change.
3.) Not have access to the full information contained in the treasury and so be unable to prepare a comprehensive budget until they know the full facts.
4.) Not have access to a Treasury Civil Service team of hundreds of people to help put this stuff together.

That said, Osborne still comes across as a small boy.
