Have the best bits stolen by Labour and claimed as their own.<br />2.) Have staked out a position maybe a year ahead of an election and so be open to political attacks by Labour if any elements need to change.<br />3.) Not have access to the full information contained in the treasury and so be unable to prepare a comprehensive budget until they know the full facts.<br />4.)
