As someone who works under the FOI Act, thankfully not in the Civil Service, it is disingenuous to suggest that the problems with FOI show "If the state can't even keep track of what it is doing then it is too big."

What the problems of FOI show is that the information requested is simply not held in the way people might expect, or where it is available in a form (such as a diary), the limitations of the freedom mean it takes time to select/redact relevant information.
