Great post - I watched that debate and hearing call after call for social engineering was quite chilling.
It is true that it could be mis-read as illiberal, but once again TB has shown his philosophical ignorance and 'have your say' approach to news. The policy is as liberal as John Stuart Mill. It just isn't libertarian.
Chains can be built by any organisation, not just government.

Brilliant video for the first 1 minute 24 seconds - it has Bagshaw down to a tee.
The bit at the end about Liberals 'coming home' to the Tories is pure crap, though. The Conservative party has no place for Liberalism.
As anon@11:44 says, most Tory pitches to Lib Dems are based on trying to confuse Liberalism with Libertarianism.
I think you meant "Whordes of young liberals.."
not "Hoards of young liberals..".
