What is an ‘administrative’ penalty?

How does a ‘technical’ breach of the law differ from a breach?

Were the documents that she saw (and failed to photocopy) in order or not? If her employee did not deliberately set out to deceive the Baroness is either stupid, incompetent or dishonest, which is it?
