Not that I enjoy going against the herd, but replacing bulbs in council offices and schools etc. would actually pay for itself in reduced energy bills - multiply that over every council and you'll have a fair amount of extra pocket money.
Then it can be frittered away on hug-the-cctv campaigns or whatever councils like to waste their money on.
While I quite agree with the principle, they would increase their heating bill though so that would have to be looked at carefully.
Also, considering the light quality can be a concern, constant monitoring of staff morale level should be taken to find out whether they have an effect
